◎简　　介　

         故事发生在上世纪六十年代初，由于众所周知的原因，饥荒遍野，我国国民经济建设濒临崩溃的边缘。党中央毛主席通过紧急蹉商，委派各级领导奔赴灾情最严重的地区实地考察，周恩来（孙维民饰）也在邓颖超陪同下，从贵州赶赴河北。公社主仼郭凤林不愿年事已高的总理看到令人揪心的真实状况，他采用欺上瞒下手段，层层弄虚做假，不让干部群众讲真话，甚至对生性梗直的亲爹封锁总理来视察的消息。总理明察秋毫，十分清楚基层在做假糊弄自己，他甩开干部们事前做好的安排，深入底层访贫问苦，他交下的穷朋友张二廷终于向他袒露了真情，而自知犯下大错的郭凤林羞愧万分......
